Town Manager - Jupiter Inlet Colony

Who We Are

Jupiter Inlet Colony celebrates its 65th year as a Town in 2024. This friendly, low-key beach community is situated at the southern tip of Jupiter Island, surrounded by the Indian River, the Jupiter Inlet, and the Atlantic Ocean. JIC has 236 homes and 500 residents, about half live here year-round and half are seasonal. The Town has been recognized as one of the greenest and safest towns in Florida. It has its own Police Department, Social Committee, Building and Zoning Committee, and an independent Colony Garden Club.

Position

The Town Manager is the chief administrative officer and will be responsible for the administration of all Town affairs in fulfilling the Town’s Charter. The Town Manager will report to the Town Commission.

Compensation, Benefits, Schedule, and Location

  • Compensation: The salary range is $120k - $140k, vehicle allowance and cell phone will be provided
  • Benefits: paid time off, medical, dental and vision insurance is covered at 100% for the employee and family, short and long-term disability insurance, 457 Plan, and 401(a) - XX% of salary will be contributed to the pension plan

Responsibilities

  • Direct and manage the Town Clerk, employees, and administration of all departments, offices and agencies of the Town
  • Attend all Town Commission meetings and may attend various committees of the Town including but not limited to the Building and Zone Committee
  • Oversee that all laws and provisions of the Town Charter and acts of the Town Commission are enforced
  • Prepare and submit the annual fiscal budget to the Town Commission and Mayor
  • Responsible for $3.5 Million Town budget
  • Prepare reports concerning the operations of the Town's departments, offices and agencies
  • Keep the Town Commission fully advised as to the financial condition and future needs of the Town as well as make recommendations to the Town Commission concerning the affairs of the Town
  • Monitor Federal, State, and Local legislation for impacts on the Town
  • Carry out procurement duties including vendor research, soliciting bids, and preparing RFPs
  • Research grant funding opportunities, coordinate the application process including necessary documents and follow up on securing funding
  • Perform other duties and exercise other administrative powers as are specified in the Town’s Charter or required by the Town Commission

Qualifications

  • Must have a minimum of (10) years’ experience as a local government administrator, or managerial experience which entailed supervision of the various departments of a local government
  • Demonstrated knowledge of personnel relations, utilities, planning, finance, public safety, parks and recreation is essential
  • Knowledge of federal, state, and local programs and grants
  • A Bachelor of Science degree in public or business administration, from a four-year college or university, or similar degree in management, engineering or related profession is required
  • (10) years of successful experience in a higher-level administrative/managerial position in city, county, state, or federal government. Certified Public Manager credential is preferred
  • Member in good standing with ICMA and FCCMA or other state City-County Manager Associations
  • Previous experience with and knowledge of emergency management and storm recovery plans in the state of Florida
  • Must have the experience and ability to negotiate complex public service agreements for municipal services
