Description

Under the direction of the Department Head or designee, identifies funding opportunities from public, private, federal, state and local sources. Conducts solicitation and award processes, including data collection, application creation and submission, programmatic and fiscal oversight of awarded projects, project development and management, reporting and regulatory compliance, records maintenance and internal financial coordination of funds, donations and sponsored programs. Engages in substantial outreach to the community and elected officials through active participation in countywide initiatives, task forces, committees and partnership opportunities.

SPECIFIC DUTIES AND RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.
Generates and oversees the complete grant funding process from application composition through award monitoring and compliance with federal, state and local laws and regulations for assigned area of responsibility.
Researches and maintains databases of grant funding websites, grant and equipment-acquisition program sources, governing documents, and problem resolution/best practice resources.
Collects and analyzes departmental data to be used for grants, funding and other various organizational needs.
Develops and maintains working relationships and collaborative partnerships with elected officials, community leaders, department directors or representatives and citizen's groups through participation in coalitions, steering and planning committees, meetings, workshops, and department-supported events. Acts as Department/Division liaison in legislative and professional contacts.
Acts as a point of contact for cash and in-kind donations made to the department and provides financial oversight for donated funds and department-sponsored programs/events.
Formulates and implements creative strategies for funding identified department projects.
Creates and submits applications, monitors project implementation, conducts data collection and analysis, prepares and submits required reports and documents, oversees project purchasing and payroll activity and coordinates with city finance personnel to ensure accounting accuracy and consistency between funders and the city.
Prepares application and award materials for City Council authorization and Legal Review ensuring compliance with statutory and grantor requirements.
Plans, conducts or attends inter-departmental and inter-agency meetings; initiates and coordinates joint projects with local government agencies; and ensures all support documents related to partnership projects are properly maintained.
Actively participates in countywide initiatives and related task forces on grant projects.
Establishes and maintains electronic and manual award/project files in audit ready condition.
In the event of a declared state of emergency, employees in this classification may be called to work during days or hours other than those for which they are regularly scheduled.
Provides staff support and assistance with FEMA and Mutual Aid Response protocols for disaster related data collection and billing.
Performs other related duties as required.

MINIMUM QUALIFICATIONS
Education and Experience
Bachelor's degree from an accredited college or university in Finance, Accounting, Public Administration, Business Administration or closely related field.
Three (3) years of experience in grant program implementation and management, including experience of a responsible nature in analyzing and evaluating financial, statistical and administrative data.

Knowledge of:
Administrative, procedural, organizational and fiscal data concerning various grant programs available, or the means to access such.
Grantor web-based application and reporting programs.
Principles of budget development, evaluation, adherence and forecasting.
Principles and methods employed in moderate- to long-range planning.
Principles and practices of organization, management, and financial administration.
Principles and practices of effective public relations.
Report and record maintenance principles and practices, including metrics and analytics.
Research methods and techniques, and methods of presentation.
Business English, grammar, punctuation and spelling; the application of such to a variety of formats and styles and editing principles and techniques.
Modern office support functions, office equipment and various computer programs and applications.

Skill in:
Written, verbal, electronic, and visual communications for effective expression and clarity.
Judgment and comparison.
Planning, strategizing, organization, prioritization, and time management.
Use of modern office equipment, computers, electronic devices, and various programs and applications, to include Microsoft Office Suite and Outlook.

Learn Federal, state and county programs and the methods, guidelines and processes used in proposal development, grant acquisition and project management.

Compare and/or judge the readily observable, functional, structural or composite characteristics of documentation, accounting and applications.
